The House is looking for a push for House Bill No. 1936. This legislation would place a minimal fee on the “Person with Disability Parking Placard” issued by PennDOT. The money raised would administer the placard program and provide critical funding to the disabled and provide critical funding for center for independent living. Currently PennDOT is struggling with a disability parking program that is out of control. PennDOT issues 750,000 disability parking permits each year – at no charge to those who apply. Establishing a modest fee for this service and requiring periodic renewals would help ensure that the placards are getting into the hands of those who truly need them and would help provide CIL's with a sustainable funding source for their programs.
This legislation would solve two problems:
- It would provide the independent living community with a sustainable funding source for their vital programs.
- It will help correct abuses in the PennDOT disability parking placard program.
Importantly, this is not a tax. Instead, it is an innovative user fee approach. This is the disabled community asking for the opportunity to pay for their own programs. At the same time it will actually reduce state spending and allow PennDOT a chance to help clean up the bureaucracy associated with doling out free place cards at the current time.
